Committed to providing you with the latest news in immigration, we have gathered in this edition of our Newsletter information about:

  • Changes in the regulation of immigration consultants in Quebec;
  • Ongoing discussions about the Entrepreneur and Investor programs;
  • New team members at IA.

Last week, the Quebec Government announced important changes to the regulation of immigration consultants doing business in Quebec.

The proposed regulation states that only the following individuals will be allowed to act as immigration consultants in regards to the Quebec Ministry of Immigration:

- Lawyers and notaries, members in good standing of their professional order or law society;

- Consultants who:

  • are members in good standing of the Canadian Society of Immigration Consultants (CSIC);
  • have passed an exam on rules of Quebec immigration;
  • have demonstrated an adequate knowledge of French to perform their duties;
  • have not committed any offence to the Quebec Immigration Law and regulations, and who have not breached their obligations as an immigration consultant during the last three years.

Moreover, the Minister will be able to suspend or revoke a consultant's qualification if the above obligations are not fulfilled or for any breach to the Immigration Act. The regulation will also enact a public registry listing the immigration consultants qualified, suspended or revoked.

Finally, although this information has not been confirmed by government officials, immigration consultants might be required to have a place of business in Quebec.

This proposed regulation will be published in March. It will then be available for comments and it is expected to come into force this summer.


Entrepreneur Program

The Quebec Government is working on revamping its Entrepreneur Program and has asked for our collaboration on this matter. We will keep you informed of the discussions as they evolve.

Immigrant Investor Program- Industry Rumors

The discussions with both Federal and Quebec governments are still underway regarding the changes in the Immigrant Investor Programs.  So far, no decision has been made and we do not foresee any changes in the programs before Fall 2010.

  • Mr. Eiman Sadegh is a member in good standing of the Quebec Bar.
    He completed his Civil Law and Common Law licenses, and is also a candidate for the New York Bar Association.
    Mr. Sadegh speaks English, French, Portuguese and Farsi. He will be based in Montreal and will give his support particularly to our operations in the Middle East.

  • Mr. Lucien Chen is also a member in good standing of the Quebec Bar.
    On top of his Civil Law Degree, he completed a Bachelor Degree in Health Science.
    Before joining our team, Mr. Chen worked at a private law firm specialized in Canadian and American immigration in Law where he developed an expertise in the business class category.
    Lucien speaks English, French, Mandarin and Cantonese. He will be based in Hong Kong and will give his support to our operations throughout Asia.
