Return of the Immigrant Investor Applications received during the moratorium period

Further to the formal announcement that the Quebec Investor Program has temporarily suspended the receipt of applications for the immigrant investor category for the period of October 13 to November 30, 2010, the MICC has announced the methods it will take to return the applications submitted during the moratorium period.

Prior to December 1, 2010 the applications that were submitted to the Montreal office can be picked up at the MICC at 285 Notre-dame, 4th floor with Mr. Samy Bourkherroub and at the Hong Kong office by appointment.

  • The immigrant consultant that submitted the application can personally pick up all the applications that he/she submitted by providing a list of applications and presenting a proof of identification.  The immigrant consultant will have to sign a registry indicating he has received the said files.

  • OR

  • The immigrant consultant may mandate a third-party to pick-up all his applications.  Our team at Industrial Alliance Securities will offer our services to pick up the applications that have signed an Investment agreement with us.  The immigrant consultant will have to provide a written mandate designating Industrial Alliance Securities to pick up these files. Please click here for a copy of the mandate.  The representative will have to provide the written mandate and personal identification to pick up the applications at the MICC.

If the files are not picked up by December 1, 2010, the MICC will return the applications in due course. We highly suggest that the files be picked up prior to December 1, 2010 as no timeframe has been established as to when the MICC will return the said applications.
Regulation on Immigration Consultants Practicing in Quebec

We have been advised that the new regulation on immigrant consultants in Quebec will only apply to new applications submitted as of November 4, 2010.  Consultants who have not yet been recognized by the Quebec Government and who have submitted applications prior to November 4, 2010, will still be able to represent the said applicants.

As of November 4, 2010, only members of the Canadian Society of Immigration Consultants (CSIC) who are registered with the government of Quebec (between November 4, 2010 and before February 2, 2011) will be permitted to offer for a fee, consulting services (consult, advise or represent) related to Quebec immigration processes, with the exception of Quebec lawyers, notaries and those with a special authorization under the Professional Code (R.S.Q. c. C-26).
